Board Meeting Minutes

June 13th, 2023

The regular monthly meeting of the Switzerland County Public Library Board of Trustees was held Tuesday, June 13th, 2023 at 3:30 pm in the meeting room of the library. Attending were Debbie Margison, Sharon Deck, Mary Jane Rogers, Diane Sigmon, and Emily Fox. Not attending were Michelle Hicks, Stacy Streett, Diana Barry, and Heather Peelman.

Deck made a motion to approve the minutes of the previous board meeting, seconded by Margison and passed unanimously. Reports of library activity and technology activity were shared. More wifi is being used since the wifi upgrade, and the library also upgraded their internet to 1 GBPS from 100 MBPS. Summer reading kicked off on June 9th and the library has focused on outreach to the schools and people in Patriot. 65 people attended the groundbreaking ceremony for the Outdoor Learning Lab.

Bills and claims were presented. Rogers made a motion to approve the claims, seconded by Sigmon and passed unanimously.

Old Business

Fox reported Tim Breeding from the Teton Corporation sent the quote for additional work to occur in conjunction with the outdoor learning lab construction. Discussion was held on what the library would pay for. Consensus was to eliminate Item #1 from the list, as Errol Wayne Judy cleans gutters in the spring and fall and can do patching later. The board also selected option #2 for lighting. The total for the project was $41,894. Fox proposed a budget that would draw from a number of funds to lessen the burden any individual fund. Margison motioned to accept the budget, seconded by Deck and passed unanimously. Construction is set to begin June 26th.

Review of the Disaster Recovery Plan for Computers was tabled again. Fox is looking at documentation from AVC Technology and other Disaster Recovery Plans.

New Business

The Computer Use Policy was reviewed. Rogers motioned to accept, seconded by Sigmon and passed unanimously.

The Unattended Children Policy was reviewed. Sigmon motioned to approve, seconded by Margison and passed unanimously.

The Telecommuting Policy was reviewed. Deck motioned to accept the changes, seconded by Rogers and passed unanimously.

The board bylaws were reviewed without change.

Fox requested to change the November meeting date to November 7th instead of the 14th due to the ILF annual conference, where she will likely be presenting. No members objected.

The library will be closed on Monday, June 19th for Juneteenth and July 4th for Independence Day.

Fox will be taking vacation the first week of July.

With no further business, the meeting adjourned at 4:00 p.m.
