Board Meeting Minutes
July 8th, 2025
The regular monthly meeting of the Switzerland County Public Library Board of Trustees was held Tuesday, June 10th, 2025 at 3:30 pm in the meeting room of the library. Attending were Michelle Hicks, Don Tolliver, Diana Barry, Norman Miller, Diane Sigmon, Heather Peelman, and Emily Fox. Not attending were Sharon Deck and Mary Jane Rogers.
Fox requested to amend the agenda to include the annual e-rate resolution; there was no opposition. Miller made a motion to approve the minutes of the previous board meeting, seconded by Barry and passed unanimously. Reports of library activity and technology activity were shared. Circulation was the highest it has been since October 2019 and 414 patrons total have registered for summer reading, which is a record. All other statistics remained steady. The book sale numbers will be determined after all leftover books are picked up this week, but the library earned approximately $300.
Bills and claims were presented. Sigmon made a motion to approve the claims, seconded by Tolliver and passed unanimously.

Old Business
Hicks reported she talked to the funeral home about the signs. They agreed to take down signs in the parking lot but did not want to take down the sign on the utility pole just outside the lot. Discussion was held. Consensus was this is a fair compromise and that communication in the future would be appreciated.
New Business
The resolution to join the e-rate consortium for an 80% discount on internet services was presented. Tolliver motioned to join, seconded by Hicks and passed unanimously.
Fox gave updates on the building. The cabinets under the sink are still on hold until the fall. A company called Energy Harness approached her in mid-June about LED light upgrades, but Duke Energy did the majority of the lights many years ago. Energy Harness said they could upgrade the four large lights around the circulation area to help with brightness. They are now scheduled to complete the project in the next month or so. The cost is approximately $3800 and the library will not need to close. Tolliver asked if the library was able to find a cleaner and Fox said yes, but the janitor has been on vacation this summer.
The Collection Development Policy was reviewed. Changes were made to address self-published and independently published materials. Hicks motioned to accept the changes, seconded by Barry and passed unanimously.
Fox announced the growth quotient for next year’s budget is 4%. She has not begun setting the budget and is still determining the best course of action. The 2026 will be the last budget cycle before the recent property tax legislation takes effect.
Summer reading will end on June 19th. All logs are due July 18th at the end of the day.
With no further business, the meeting adjourned at 4:05 p.m.
