Board Meeting Minutes

September 14th, 2021

The regular monthly meeting of the Switzerland County Public Library Board of Trustees was held Tuesday, September 14th, 2021 at 3:30 pm in the meeting room of the library. Attending were Debbie Margison, Mary Jane Rogers, Bruce Williams, Allan Bear, Stacy Streett, Emily Fox, and Heather Peelman. Diana Barry attended via Zoom. Not attending was Sharon Deck.

Rogers made a motion to approve the minutes of the previous board meeting, seconded by Bear and passed unanimously. Reports of library activity and technology activity were shared. Circulation was up in August after Summer Reading ended. Multiple patrons have discovered Hoopla, so e-circulation has increased as well. Several outreach events were done last month and went over well. More take and make activities are returning due to COVID. The new G.A.M.E. Club has replaced anime club and has grown from 1 teen to 6 in about a month.

Bills and claims were presented. Barry asked if the library still charged any fines and Fox said patrons are only charged for fines from other libraries, replacement cards, and lost and damaged items. Fox also said that for this reason, Food for Fines will be reworked this year. Bear made a motion to approve the claims, seconded by Williams and passed unanimously.

Time for Public Comments

The budget hearing for 2022’s budget was held. There were no public comments.

Old Business

Fox reminded the board the book and furniture sale will be held during the Sleepy Hollow Festival on October 8th and 9th and that several items of children’s furniture and toys will be sold in addition to cloth chairs.

Fox proposed a $0.25 cent raise for all staff members except the director beginning September 15th, 2021. Williams motioned to approve, seconded by Margison and passed unanimously.

Fox presented a proposal by K2M Design. The firm recommends the library do a Facility Condition Assessment before the conceptual design for the outdoor space. The costs are $9000 and $7000 respectively. Fox received the results of the State Library ARPA grant and the library was awarded $16,365 instead of the requested $25,000. The grant can cover the design for the outdoor space but not the facility assessment. Fox also stated the library can fully fund the project through other grants from the community foundations as well as requesting additional appropriations from the county council. The board requested more information before voting, so K2M representatives will attend next month’s meeting.

New Business

The Confidentiality of Library Records Policy was reviewed. No changes were made.

Fox proposed that the library close from 10 a.m. until 1 p.m. on Friday, October 29th for a staff meeting. Normally there is a post-summer staff meeting in early September but it was tabled due to scheduling difficulties. Street motioned to approve the closure, seconded by Margison and passed. Barry abstained the vote due to technical difficulties.

The library will be closed on Monday, October 11th for Columbus Day.

With no further business, the meeting adjourned at 4:00 p.m.
