Board Meeting Minutes
December 9th, 2025
The regular monthly meeting of the Switzerland County Public Library Board of Trustees was held Tuesday, December 9th, 2025 at 3:30 pm in the meeting room of the library. Attending were Norman Miller, Mary Jane Rogers, Diane Sigmon, Diana Barry, Michelle Hicks, and Emily Lipczynski. Not attending were Don Tolliver and Heather Peelman.
Rogers made a motion to approve the minutes of the previous board meeting, seconded by Barry and passed unanimously. Reports of library activity and technology activity were shared. Lipczynski reported all numbers are down, particularly computer use numbers. The new Toddler Time program started well and will run through the winter. Programmers are looking at ways to combat food insecurity, so there will be a potato soup giveaway on Friday and Adult Services Coordinator Samantha Minch has been providing food at her Adult Café program. Grinchmas/Cookie Decorating will be next Friday and usually draws a larger crowd.
Bills and claims were presented. Lipczynski reported there were issues with another American Express late payment, but she was able to call and get the charge credited so it will be refunded on the December bill. She also stated that due to demand, she ordered several “I Love My Library” yard signs and plan to give them to staff and board members and sell the extra to the public for $10-12 just to break even. The board was okay with this. Miller made a motion to approve the claims, seconded by Sigmon and passed unanimously.

Old Business
Lipczynski stated she tentatively planned for winter hours to run from December 22nd through President’s Day. She stated data shows very few people come in after 6 p.m. during the winter, so closing at 6 p.m. Monday through Thursday will save money and make coverage easier. Library-sponsored programs may stay later as long as a staff member supervises it. She stated that after winter hours end, she would like to try closing at 7 p.m. and see how patrons react. Data shows summer is the only time patrons consistently come in after 6 or 7 p.m., so if there is a need, the library may begin closing at 8 p.m. again during the summer. The board’s consensus was that this is a good plan of action.
New Business
A resolution was presented to transfer the budgeted $8000 from the Operating Fund to LIRF. Hicks motioned to transfer the funds, seconded by Deck and passed unanimously.
The personnel policy was reviewed. No changes were made.
The library be closed December 24th-26th for the Christmas holiday and will be closed December 31st-January 1st for the New Year’s Holiday.
With no further business, the meeting adjourned at 3:55 p.m.
