Board Meeting Minutes
April 13, 2021
The regular monthly meeting of the Switzerland County Public Library Board of Trustees was held Tuesday, April 13, 2021 at 3:30 pm in the meeting room of the library. Attending were Debbie Margison, Stacy Streett, Allan Bear, Emily Fox, and Heather Peelman. Bruce Williams attended via phone. Not attending were Diana Barry, Mary Jane Rogers, and Sharon Deck.
Bear made a motion to approve the minutes of the previous board meeting, seconded by Margison and passed unanimously. Reports of library activity and technology activity were shared. Fox reported more patrons are coming into the library and circulation is going up. Patrons seem happy that hours have expanded and that Saturdays are being offered again. Fox said that in-person programming has resumed
Peelman reported the children’s department has received $525 and two bikes from the VFW in summer reading donations and more are coming in. Margison commented that the letter the library sent to sponsors was very thoughtful and appreciated. Streett asked how the library determined who to send letters to and how the adult and children’s programs requested funds. Fox said letters are normally sent to businesses who donated in the past or groups who were likely to donate, but that the library would like to see if Jon Smith and Switzerland County Tourism would help promote. Streett said she was not sure of the rules but it would be worth it to ask. Bear asked if Peelman wrote to the American Legion and Peelman said yes.
Bills and claims were presented. Bear made a motion to approve the claims, seconded by Williams and passed unanimously.
Time for Public Comments
The Capital Assets Policy and Small Purchase Policy were reviewed. Fox said she thought the numbers needed to be updated, but after consulting with the State Library and State Board of Accounts, no statutes for public funds thresholds needed to be changed.
Fox discussed progress on outdoor renovations. A proposal from 5253 Design Group was presented for a Master Plan. Fox said after thinking about it and discussing it with other area directors, she will ask if it is possible for the architect to scale down his plans to only focus on the outdoor area. She said she will consult with other landscapers and landscape architects to come up with some concept designs and will pass them along to the board. She also stated since programming will likely be outdoors if possible this summer, she purchased a 10×20 foot tent for library use. Bear asked if the library lot had been mowed yet and Fox said no. She said that since McCreary Lawn Care normally mowed on the weekends, she would contact them early next week if it had not been done.
An engagement letter was presented from Stephanie Furnish to do the 990 tax form for the library. Since Furnish has done the form for the library for many years, no objections were given. Williams stated he thinks she always does a good job and is organized.
With no further business, the meeting adjourned at 4 p.m.
