Board Meeting Minutes
September 13, 2016
The regular monthly meeting of the Switzerland County Public Library was held Tuesday, September 13, 2016 at 3:30 pm in the meeting room of the library. Attending were Wanda Benzing, Denise Crawford, Diana Johnson, Mary Jane Rogers, Bruce Williams, and Shannon Phipps. Not attending were Allan Bear and Sharon Deck.
Crawford made a motion to accept the minutes of the August meeting, seconded by Benzing and passed. Reports of library activity and technology activity were shared. Circulation figures were high for August and lots of new cards were made. Unique Management had 3 new placements in August at a cost of $26.85 and collected $92.37 in materials and fines. Bandwidth usage report was shared and discussed. There have been issues with slow Internet speed during peak usage times. Bank reconciliation statements and the receipt listing were reviewed.
Bills and claims were presented. Crawford made a motion to approve the claims, seconded by Johnson and passed.
Time for Public Comments
This meeting was the public hearing for the 2017 budget. No one was present to comment on the budget.
Karen Ainslie from the Indiana State Library contacted Shannon because the State Board of Accounts brought to her attention that SCPL has 501©(3) status which is not necessary because we are a government entity. Shannon filled Karen in on the history of that process and Karen is looking into it with the goal of getting the library status back to that of a government entity.
The proposed Casino Revenue budget for 2017 was presented. It assumes that we will again receive $5000 in 2017. If not, the budget may need to be adjusted. Benzing made a motion to approve the Casino Revenue budget, seconded by Rogers and passed.
We had planned to increase the bandwidth from 10 MB to 25 MB in January but given the slowdown of the Internet, Shannon is going to contact ENA about increasing it as soon as possible. With the erate, cost per month will increase from $402 to $552. Approximately half of the monthly cost is reimbursed from the Indiana State Library Technology Fund Grant Fund.
Beginning July 1, 2017, libraries will be charged for Interlibrary Loans. For Class B libraries, the cost will be $5.00 for each Interlibrary Loan over 250 per year. We currently request about 30-40 Interlibrary Loans per year so will probably not be affected by the change.
Phipps presented a proposed change to the Personnel Policy addressing tardiness. It will be voted on at the October meeting. The County Map Committee would like to request a $500 grant from the Vevay Switzerland County Foundation to help with the cost of printing the 10’ x 12’ vinyl map and purchasing educational materials to go with it. Since the library is leading the project and acting as fiscal agent, the grant application requires Board approval. Crawford made a motion to approve the application, seconded by Johnson and passed.
Phipps will be off September 15th, 16th, 23rd and October 14th-17th. She will be attending the Indiana Public Library Association Conference at Fort Harrison on October 4th and 5th. Story Time on Thursday mornings and Tuesday evenings has started and is being well-attended. Jaime has started a Teen Gaming group which has built up from the 3D: Deck, Deal, Duel group. Brett has planned a fall craft and has engaged an Abraham Lincoln re-enactor to present a program on September 29th at 6:00 pm.
With no further business, Williams made a motion to adjourn the meeting at 4:20, seconded by Benzing and passed. The next meeting will be October 18th at 3:30 pm. It will also be the adoption of the 2017 budget.
