Board Meeting Minutes
November 8, 2016
The regular monthly meeting of the Switzerland County Public Library was held Tuesday, November 8, 2016 at 3:30 pm in the meeting room of the library. Attending were Allan Bear, Denise Crawford, Mary Jane Rogers, Bruce Williams, and Shannon Phipps. Not attending were Wanda Benzing, Sharon Deck, and Diana Johnson.
Crawford made a motion to accept the minutes of the October meeting, seconded by Bear and passed. Reports of library activity and technology activity were shared. Circulation is up 10% over last year at this time. Unique Management Services collected $424.74. The bandwidth was increased to 25 Mbps on November 4th. By next week all staff computers will have been replaced. Bank reconciliation statements and the receipt listing were reviewed.
Bills and claims were presented. Crawford made a motion to approve the claims, seconded by Williams and passed.

There were none.
Innovative Energy came to do preventive maintenance on the furnaces and one of the furnaces needs to have a new heat exchanger. The cost to replace it will be about $12,000. The heat exchanger on the other furnace was replaced in 2014.
The Vevay-Switzerland County Foundation granted us $475 for the Giant County Map project.
On Saturday, October 29th, the Vevay Police were called because a group of young people including Jaime Beach were swearing loudly in the parking lot. Former employee Jaime Beach has been banned from library property.
The Technology Plan was reviewed and updated. In 2017, we will be creating a combined Technology and Strategic Plan for 2018-2020.
Phipps asked for permission to collect Food for Fines from November 9th-30th. Donations will go to the Food Pantry and the Animal Shelter. Williams made a motion to allow, seconded by Bear and passed.
An estimate was presented from Light Tech of Cross Plains to replace the lighting with LED lights. Strips of LED lights would be placed in existing light fixtures. Duke Energy offers a rebate and the cost of the project after the rebate would be about $5000. The county is considering this for their buildings. Board members wondered where the lights were manufactured and if there have been any studies done on how LED lighting affects mood. The project was tabled and Phipps is to get more information from Duke about energy efficiency and LED lighting.
The director will be off November 10th, and the week of the 21st, December 5th, 6th, 7th, and 9th. She asked permission to close early during the Christmas holidays because there may not be enough staff to cover hours with scheduled vacations and holidays. Board members indicated that it would be best to be consistent during the week of December 27th-30th and publicize the shortened hours in advance.
Robert Johnson, whose aunt Amy Johnson was the librarian in the 1930s and 1940s would like to donate a miniature stagecoach that Ms. Johnson had made for library story times while she was here. He lives in Minnesota and will be sending the stagecoach. It will make a nice display for our anniversary.
With no further business, Williams made a motion to adjourn the meeting at 4:40, seconded by Bear and passed. The next meeting will be December 13th at 3:30 pm. We will be nominating officers for 2017.
