Board Meeting Minutes
May 14, 2019
The regular monthly meeting of the Switzerland County Public Library Board of Trustees was held Tuesday, May 14, 2019 at 3:30 pm in the meeting room of the library. Attending were Debbie Margison, Bruce Williams, Denise Crawford, Mary Jane Rogers, Allan Bear, and Emily Fox. Not attending were Sharon Deck and Lee Jaye Lohide.
Bear made a motion to approve the minutes of the April meeting, seconded by Crawford and passed unanimously. Reports of library activity and technology activity were shared. Circulation was lower than in previous months but still higher than at the same point last year. Fox shared that there were fewer programs were held in April, but the Easter Egg Hunt and Kid’s Yoga were well attended. She also shared there has been an update to the Cybrarian software used on the public computers.
Fox shared that the library has two new employees. Joyce Brown is the new janitor and Samantha Morgan is the Adult Services Coordinator. Vicki Baxter is no longer an employee of the library.
Bills and claims were presented. Crawford made a motion to approve the claims, seconded by Williams and passed.
Time for Public Comments
Fox stated the library has received $1050 in donations from local businesses and a $1600 grant from the Vevay Switzerland County Foundation to use for the Summer Reading Program. The money will be used to buy prizes and supplies for the children’s program and that there will be a similar adult program. Bear asked about the funding for the adult program and Fox said that it would come from the supplies budget the library has. Bear suggested trying to get a grant from the Community Foundation of Switzerland County since the library did not apply for that grant as they have in the past.
Fox also shared that Stephanie Furnish has filed an extension on the 990 to be filed with the IRS and it will need to be reviewed at the next meeting.
The Public Comments policy was reviewed. No changes were made but discussion was held. Crawford said that in the case of public comments at a board meeting, she would like us to be able to give the policy to the patron and that they should be removed from the meeting if they are disrespectful. Fox said she had a copy of the policy in her board meeting folder at all times, but would add more for the future.
The Public Records Policy was also reviewed with no current changes. Fox mentioned a situation in which a patron asked for security camera footage to help with a theft that was committed when his truck was parked in the library’s parking lot. Discussion was held as to whether security camera footage should be considered a public record. Bear said that he had also talked to the same patron Fox did and asked Williams his opinion as a former member of law enforcement. Williams said that to avoid problems, it would be best to only give security footage in the case of a subpoena from law enforcement.
Fox asked for permission for the library to open at 1 p.m. on Friday, May 31st for a Summer Reading staff meeting. Williams motioned to approved, seconded by Margison and passed.
Summer Reading kickoff will be June 1st. Tentative calendars for June and July activities were distributed.
With no further business, the meeting was adjourned at 4:00.
