Board Meeting Minutes
July 12, 2016
The regular monthly meeting of the Switzerland County Public Library was held Tuesday, July 12, 2016 at 3:30 pm in the meeting room of the library. Attending were Allan Bear, Wanda Benzing, Denise Crawford, Mary Jane Rogers, Bruce Williams, and Shannon Phipps. Not present were Sharon Deck and Diana Johnson.
Benzing made a motion to accept the minutes of the June meeting, seconded by Crawford and passed. Reports of library activity and technology activity were shared. Computer use, wireless use, and all circulations are up. There were several new accounts set up through Overdrive. The storm on July 8th knocked the printer offline to the public computers but has been fixed. Bank reconciliation statements and the receipt listing were reviewed.
Bills and claims were presented. Crawford made a motion to approve the claims, seconded by Bear and passed.

Fire Alarm and Security Technologies has scheduled installation of our video surveillance system for Monday, July 18th.
The director presented a policy for damage to library materials. In the past the library had been charging for lost DVD cases and barcodes but there has been no formal policy. Williams made a motion to adopt the policy, seconded by Bear and passed.
A tentative budget for 2017 was presented by the director. It proposes a 2% pay increase for all staff. The state growth quotient is 3.8% which was considered into the budget calculations, however, the impact of property tax caps will not be known until August 1st so there may be revisions to make at the August 9th Board meeting. The field representative from the Department of Local Government Finance will be here August 26th to assist with the Gateway forms, notices and calculations. Expenditures YTD to 2016 were reviewed and discussed.
Shannon shared a certificate from the Indiana State Library congratulating the library on meeting standards for 2015. A letter of thanks was received from Senator Donnelly in response to a letter Phipps sent urging him to continue support for technology funding for libraries. Over 200 children are signed up for the Summer Reading Program and attendance at programs has been very good. Jaime Beach is doing a very good job with the program in her first year. Phipps has contacted Ivy Tech regarding the Learning Center contract which expired June 30th but has had no response. The Giant County Map committee will meet in 2 weeks to get started with that project.
With no further business, Williams made a motion to adjourn, seconded by Bear and passed. The meeting was adjourned at 4:10. The next meeting will be August 9th at 3:30 pm in the library meeting room.
