Board Meeting Minutes
February 11, 2020
The regular monthly meeting of the Switzerland County Public Library Board of Trustees was held Tuesday, January 14, 2020 at 3:35 pm in the meeting room of the library. Attending were Stacy Streett, Debbie Margison, Bruce Williams, Mary Jane Rogers, and Emily Fox. Not attending were Sharon Deck, Allan Bear, and Denise Crawford.
Rogers made a motion to approve the minutes of the December meeting, seconded by Margison and passed unanimously. Reports of library activity and technology activity were shared. Fox reported that circulation and program numbers were higher this month and that Overdrive downloads were the highest they had ever been.
Bills and claims were presented. Margison made a motion to approve the claims, seconded by Williams and passed.
Time for Public Comments
The internal controls policy and library board bylaws were discussed. Denise Crawford will be stepping down as board treasurer at the end of the month. To fill the vacancy, Fox proposed adding sections to each policy that would allow the board treasurer to be an employee of the library rather than a board member. Fox said she consulted with other libraries in the area and the State Board of Accounts to ensure the changes could be made. Fox said that Youth Services Coordinator Heather Peelman was already acting as assistant bookkeeper and that she was interested in serving in the position. Discussion was held. Williams asked if she would have to be bonded and Fox said yes. Rogers asked if she had consulted with any outside accounting business to see what they would charge to do bookkeeping and Fox said she had not. Williams made a motion to accept the changes to the bylaws, seconded by Margison and passed unanimously. Streett motioned to approve the internal controls policy, seconded by Rogers and passed unanimously.
All members were in favor of accepting Heather Peelman as board treasurer and re-evaluating the policy changes next January when the next slate of officers are elected. As compensation, she will receive an additional $1500 per year spread out evenly each pay period.
Fees for nonresident cards were discussed. Fox said there are currently no nonresident users but relatively recent changes to legislation allow a nonresident from any state to purchase cards. No change was made to the fee.
Fees for copy, fax, and lamination were discussed. Streett asked if $.25 per page was an accurate price for color copies because from what she had heard, color copies cost more than that to make. Fox said she did not know what the accurate cost would be, but she would look into it. No changes were made.
Fox presented her draft of the advertisement for mowing bids. She asked if anyone had any changes to suggest. Language will be added to address that bids should preferably be submitted as price per mowing session. The ad will be submitted to the newspaper by next week.
The Library will be closed on Monday, February 17th for President’s. Day.
With no further business, the meeting adjourned at 4:08 p.m.
