Board Meeting Minutes
February 12, 2019
The regular monthly meeting of the Switzerland County Public Library Board of Trustees was held Tuesday, February 12, 2019 at 3:30 pm in the meeting room of the library. Attending were Allan Bear, Sharon Deck, Denise Crawford, Debbie Margison, Mary Jane Rogers, Lee Jaye Lohide, Bruce Williams, and Emily Fox.
Bear made a motion to approve the minutes of the Finance Committee meeting, seconded by Deck and passed. Rogers motioned to approve the minutes from the January meeting, seconded by Margison and passed. Reports of library activity and technology activity were shared. Fox reported program attendance and circulation numbers were both up from December 2018.
Bills and claims were presented. There was no check reconciliation or open check list because of a glitch in the accounting software. The glitch has since been fixed, but those reports will be presented next month. Crawford made a motion to approve the claims, seconded by Deck and passed.
Fox reported that Adult Programming Coordinator Brett Ricketts gave notice that he will be leaving his position on March 1st after 10 years at the library.
Time for Public Comments
There were none.
The Investment Policy that was presented at the Finance Committee Meeting was reviewed. Williams motioned to approve it, seconded by Rogers and passed unanimously.
The director presented a change to the fax policy that would eliminate the requirement for all faxes to use a library cover sheet. Crawford motioned to approve the change, seconded by Deck and passed unanimously.
The policies for the cost of copies and non-resident cards were reviewed and no changes were proposed.
The library’s current long-range plan was reviewed. Fox listed the four major objectives the library would like to reach by the end of the plan in 2020, and she discussed what the library is doing to meet those objectives. The major focus this year will be to do more outreach, particularly with residents over the age of 50.
Fox briefly reviewed the results she found with the 2018 Annual Report to the Indiana State Library. Overall circulation was down approximately 2% from 2017, but e-material circulation increased almost 75%. She said the only months where 2018 circulation was lower than 2017 was during February and March, and speculated that that could have possibly been because of extreme flooding in the county. When comparing January 2018 to January 2019, circulation in 2019 is up 20% from 2018.
Crawford mentioned that she and Fox submitted the Annual Financial Report to the State Board of Accounts yesterday.
The library is closed February 18th in observance of President’s Day.
Fox will take vacation on February 25th, April 5th-April 15th, and April 26th.
The next meeting will be March 12th at 3:30 pm.
With no further business, Williams moved to adjourn the meeting at 4:15. Bear seconded and motion passed unanimously.
