february 2018 minutes

The regular monthly meeting of the Switzerland County Public Library Board of Trustees was held Tuesday, February 13, 2018 at 3:30 pm in the meeting room of the library. Attending were Allan Bear, Wanda Benzing, Denise Crawford, Diana Johnson, Mary Jane Rogers, Bruce Williams, Debbie Margison, and Shannon Phipps.

Crawford made a motion to approve the minutes of the January meeting, seconded by Benzing and passed. Reports of library activity and technology activity were shared. The director distributed copies of the bandwidth usage report for the month of January. Generally usage is consistently at the 95th percentile and we need to look at increasing bandwidth depending on the cost.  Bank reconciliation statements and the receipt listing were reviewed.

Bills and claims were presented. Johnson made a motion to approve the claims, seconded by Crawford and passed.

Time for Public Comments

Deborah Margison was introduced as a new Trustee, appointed by the County Commissioners. She will take Diana Johnson’s place.

Old Business

The County Council reappointed Allan Bear and Bruce Williams to the Board. Allan Bear nominated Denise Crawford as Treasurer, seconded by Benzing and unanimously approved.

The revised Pest Control Policy was reviewed. Changes were made to include all pests and vermin, not just bed bugs. Crawford made a motion to accept the policy as revised, seconded by Rogers. Passed unanimously.

Shannon has prepared the information for the 2017 990 and is ready to take it to Stephanie Furnish, CPA. Johnson made a motion to engage Ms. Furnish, seconded by Bear and passed unanimously.

New Business

The director reported that Diana Johnson submitted the Annual Financial Report to the State Board of Accounts and it was published in the Vevay Newspapers on 2/1/18.

The fees for nonresident cards was reviewed. Per capita expenses for 2017 were $26.52 and it was decided that the current $30 fee is sufficient.

Tim Breeding of the Teton Corporation was here earlier in the day to look at the damages to the building from the car that ran into it on 2/7/18. He took photos and will send them and an estimate to the driver’s insurance company. It will probably be April before they can start work because the door and window need to be replaced and he doesn’t want to have to board it up in cold weather.

Shannon Phipps submitted a letter announcing her retirement 7/31/18. Members discussed a timeline for the new director search and what the requirements for the position are. Bruce Williams suggested looking into the cost of health insurance to see if it is any more affordable than it was in 2015 when we last priced it. Shannon will do so.

Everyone thanked Diana Johnson for her service to the Board for the past 12 years, the last 3 of which she served as Treasurer.

Phipps will be taking leave 2/21-2/23 and 3/1-3/6, 3/8. The library is closed February 19th in observance of President’s Day.

The next meeting will be March 13th at 3:30 pm.

With no further business, Williams moved to adjourn the meeting at 4:15 pm. Motion seconded by Crawford and passed. Refreshments were served and Diana was presented with a gift of appreciation.
