February 2017 minutes

The regular monthly meeting of the Switzerland County Public Library was held Tuesday, February 14, 2017 at 3:30 pm in the meeting room of the library. Attending were Allan Bear, Denise Crawford, Sharon Deck, Mary Jane Rogers, Bruce Williams, and Shannon Phipps.

Crawford made a motion to approve the minutes of the Finance Committee meeting and the regular January meeting, seconded by Bear and passed. Reports of library activity and technology activity were shared. Bank reconciliation statements and the receipt listing were reviewed.

Bills and claims were presented. Bear made a motion to approve the claims, seconded by Crawford and passed.

Time for Public Comments

There were none.

Old Business

A resolution was introduced to transfer $5000 from the Operating Fund to the Rainy Day Fund. Williams made a motion to adopt the resolution, seconded by Bear and passed.

Treasurer, Diana Johnson, submitted the Annual Financial Report to the State Board of Accounts through Gateway on February 10th. The report was reviewed with the Board members.

The project to switch to LED bulbs was completed by Smartwatt on January 18th.

New Business

The director presented a resolution to keep nonresident fees at $30.00 Nonresident fees must be at least $25 or as high as the per capita expenses for the previous year whichever is higher. Per capita expenses for 2016 were $26.67. Crawford made a motion to adopt the resolution, seconded by Rogers and passed.

A Memorandum of Understanding was presented from the County Auditor for receiving Casino Riverboat Funds. We can receive up to $5000 in 2017. Williams made a motion to accept the MOU, seconded by Deck and passed.

On July 29th we will be holding an Open House from 11 am-3 pm to celebrate our 100th Anniversary. Options for food, entertainment and giveaways were discussed. All board members and staff are encouraged to attend.

The youth collection is being heavily weeded this year as it has not been weeded in over 2 years. Phipps discussed the possibility of putting some of the books at the Patriot Town Hall for folks living in that end of the county. We have a small bookcase if one is needed. We will discuss this with Wanda Benzing at the next meeting.

The director will be on leave February 16th. Brett Ricketts will be off from March 10th-22nd following the birth of his son.

There being no further business, the meeting was adjourned at 4:25 pm.

The next meeting will be March 14th at 3:30 pm.
