Board Meeting Minutes

April 4, 2019

The regular monthly meeting of the Switzerland County Public Library Board of Trustees was held Thursday, April 4th, 2019 at 3:30 pm in the meeting room of the library. Attending were Debbie Margison, Bruce Williams, Denise Crawford, Mary Jane Rogers, Emily Fox and Joyce Ashcraft. Not attending were Allan Bear, Sharon Deck, and Lee Jaye Lohide.

Crawford made a motion to approve the minutes of the March meeting as well as the executive session meeting, seconded by Margison and passed unanimously. Reports of library activity and technology activity were shared. Circulation has been up because of the new autorenewal feature despite fewer people attending programs due to Spring Break. Crawford asked about the notifications received for autorenewal and Fox clarified how it worked.

Fox shared that she has taken all courses to become a Cat1, the highest designation a cataloger can be, and will no longer need to seek outside help to catalog original items. She also shared Vicki Baxter and Becky Burchfield were hired as desk clerks and Samantha Morgan will start as the Adult Services Coordinator after Easter. The library is still searching for a janitor and that will be handled after Fox’s vacation.

Bills and claims were presented. Crawford made a motion to approve the claims, seconded by Rogers and passed.

Time for Public Comments

Joyce Ashcraft issued a complaint about the noise level of the library.

Old Business

Fox contacted Eric and Erin Williams and they will be mowing for the library again this summer. Williams asked if it was a conflict of interest since they are his family and Crawford said no because he had gone through the proper channels to declare it and he is not in charge of supervision or writing checks to them.

The revisions to the personnel policy were discussed. Williams made a motion to approve the changes, seconded by Margison and passed.

New Business

The Capital Asset policy and Small Purchase policies were reviewed. No changes were made.

Fox presented a Non Profit Return Engagement Letter sent to her by Stephanie Furnish, the CPA who files the 990 form for the library. The board signed a letter stating that the library agrees to allow her to do it.

The library will be closed on April 19th for Good Friday.

With no further business, the meeting was adjourned at 4:15.
